Hamas has said that the formation of an independent technocratic committee is essential to consolidating the current truce in Gaza, arguing that a neutral administrative body could help stabilize daily life and prevent a return to escalation.

According to the movement, such a committee—made up of non-partisan professionals—would be tasked with managing civilian affairs in the enclave, including humanitarian aid distribution, reconstruction efforts, and coordination with international organizations. Hamas maintains that removing day-to-day governance from factional politics would strengthen the ceasefire and build confidence among all parties.

The proposal comes amid fragile calm following weeks of heightened tensions, with mediators working to turn the truce into a more durable arrangement. Hamas says the committee could also serve as a bridge with the Palestinian Authority and regional actors, helping to ensure continuity of services and oversight without reopening political disputes.

Analysts note that similar ideas have been floated in the past but faced resistance over questions of authority, funding, and security control. Still, supporters argue that a technocratic framework could reduce friction, improve humanitarian access, and create conditions more conducive to longer-term political talks.

Whether the proposal gains traction will depend on the positions of Israel, the Palestinian Authority, and key mediators, as well as on guarantees regarding security and the scope of the committee’s mandate. For now, Hamas is presenting the initiative as a practical step to shore up a ceasefire that remains vulnerable to collapse.
